Top Spring Australia has lodged a planning proposal and concept DA (Stage 1 only) for their site in St Leonards South. The proposed development is focused on creating a quality vibrant residential precinct for the future community of St Leonards.
Top Spring aim to deliver the objectives of Councils Planning Proposal on the sites including the delivery of high quality housing, community infrastructure, increased public amenity and landscaped through site links.

Summary – Planning History
In recent years, Lane Cove Council has earmarked St Leonards South for redevelopment to high density residential use based on wider strategic directions for the delivery of additional housing and transit-oriented development. The St Leonards South Precinct currently has a Master Plan for redevelopment, and a council-led Planning Proposal to implement the draft controls which commenced in 2012.
Concurrently, State Government has identified the St Leonards and Crows Nest area as a Priority Precinct and has been reviewing future planning directions for the wider area in response to the growth of St Leonards as a Strategic Centre and the opening of the new Crows Nest Metro Station in 2024.
Recently, Council indicated they would prefer the NSW Department of Planning 2036 Plan is finalised before the Council-led Planning Proposal for St Leonards South is progressed any further.
The Planning Proposals and Concept Development Applications initiated by Top Spring Australia for their land holdings in St Leonards South seek to progress the Council-led rezoning of the St Leonards South precinct outside of the 2036 Plan as well as provide certainty to Council and to the community in regards to scale & quality of the developments.
